Job Description

This position is located in Yosemite National Park, in the Division of Facilities Management, Wawona Utilities. PCS Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee. A recruitment or relocation incentive may be authorized.

Job Requirements

To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors: Ability to do the work of a Utility Systems Repair-Operator Leader WL-10 without more than normal supervision (Screen out): Work and training history demonstrates basic level operations, maintenance, and repairs on water and wastewater systems. Perform basic level plumbing repairs on industrial plumbing systems to include valve replacement, pipe repairs, valve installations, meter installations, and emergency field repairs. Knowledge and experience with Supervisory Control and Data Acquisition (SCADA) systems and a basic understanding their operation and function. Experience must have been performed independently with minimal oversight by a supervisor or with minimal technical support. Ability to Lead (Screen out): Work history demonstrates ability to lead by doing the following: Passing on to other workers the instructions received from supervisors. Assigning tasks to be performed by individual members of the group. Working along with other workers and setting the pace. Demonstrating proper work methods. Seeing to it that needed plans, blueprints, materials, and tools are available, and that needed stock is obtained from supply locations; Obtaining needed information or decisions from supervisors on problems that come up during the work. Maintaining a current knowledge and answering questions of other workers on procedures, policies, written instructions, and other directives (for example, technical orders). Seeing to it that there is enough work to keep everyone in the work crew busy. Checking work while in progress and when finished to see whether the supervisor's instructions on work sequence, procedures, methods, and deadlines have been met. Urging or advising other workers to follow instructions received from supervisors, and to meet deadlines. Assuring that safety and housekeeping rules are followed (for example, assuring that limits of safe machine operation are not exceeded and that all tools are used properly). Reporting to supervisors on status and progress of work. If your knowledge and ability in the SCREEN OUT factor above is not sufficient, you will receive no further consideration. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location. Documentation for Interagency/Career Transition Assistance Plan consideration if you are a displaced Federal employee within the local commuting area. You must include: 1) Proof you are a displaced Federal employee, e.g., RIF Separation Notice, Notice of Proposed Removal, etc; 2) SF-50s (Notifications of Personnel Action) showing career/conditional tenure competitive status, promotion potential and duty location; and 3) your most recent performance appraisal. To exercise selection priority, displaced or surplus Federal employees must be rated well-qualified or above 85 on the rating criteria for this position.
