Job Description Job Description DIRECTOR DEVELOPMENT AND ENVIRONMENTAL SERVICES JOB SUMMARY: Manages and administers all Santa Rosa Island Authority's regulations contained in the Escambia County Land Development Code (LDC), Comprehensive Plan, Land Utilization Plan. An employee at this level reviews building plans, Flood Insurance Rate Maps (FIRMs) regulations, construction and renovation projects, in accordance with all federal, state, and county laws, rules, and regulations. An employee at this level is a member of the Santa Rosa Island Authority's management team, regularly participating in decision-making sessions, and is accountable for the administrative and legal efficiency of the assigned area within the organization. Work is performed with considerable independence under administrative direction. ESSENTIAL JOB FUNCTIONS: Develops and implements goals, objectives, policies, procedures, and work standards of specified or assigned unit in coordination with applicable laws, rules, and regulations. Plans, organizes, administers, reviews, and evaluates the work of assigned staff through first line supervisors, lead workers, and through completed reports and documents. Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending, and implementing improved policies and procedures. Ensures compliance with FEMA flood insurance regulations, the Pensacola Beach Land Use Plan, the Growth Management Plan, and other federal, state, and county regulations. Serves as SRIA’s Floodplain Administrator. Participates in the Escambia County Local Multi-Jurisdictional Mitigation Strategy (LMS) Board. Serves as the Community Rating System (CRS) Program Manager. Serves as a liaison with governmental agencies having jurisdiction over beaches and the surrounding waters, i.e., Florida Department of Environmental Protection, Florida Department of Community Affairs, Florida Fish and Wildlife, Federal Emergency Management Agency, etc. Evaluates and implements plans, specifications, surveys, and drawings for building, construction, and renovation of all public facilities and infrastructures on Pensacola Beach and collaborates with consulting engineering and architectural firms, contractors, developers, builders, and leasees in the implementation of building and construction plans; reviews proposals and prepares recommendations for final approval by the Santa Rosa Island Authority Board. Conducts periodic inspections of leased commercial and residential property to ensure compliance with development codes and sign regulations. Perform studies, analyzes information, evaluates alternatives, makes recommendations, and prepares or directs the preparation of reports and statistical data. Participate in the preparation, administration, and implementation of the annual budget. Performs other duties as required. MINIMUM QUALIFICATIONS REQUIRED: Education and Experience: Bachelor's degree from a four-year college or university with major course work in urban & regional planning, business/public administration, building construction, or a related field. Four years of progressively responsible administrative/managerial experience preferably related to growth management of coastal zone areas or barrier islands. Any combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job. Licenses and Certifications: Association of State Floodplain Managers certification as a Certified Floodplain Manager or the ability to obtain the certification within 12 months of employment. Possession of or ability to obtain a Florida Operator's License upon offer of employment. KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of: Building design and construction. Water demand design, drainage design, and storm water runoff principles. Land use and coastal zone management regulations, practices, and procedures. Legislation dealing with construction of coastal zones on barrier islands and principles of floodplain management. Administrative principles and practices, including goal setting, implementation, and evaluation and management of employees. Computer applications related to work. Skill in: Techniques in site plan interpretation. Inspecting and authorizing final drafts of construction plans. Developing, formulating, and implementing policies and procedures. Managing programs or departments. Setting and meeting goals and objectives. Budget development and administration. Collaborating with board members, growth management officials, the public, and consultant staff, i.e., architects, developers, engineers, and contractors. Coordinating services between state, local, and federal agencies and the Santa Rosa Island Authority Board. Establishing and maintaining effective working relationships. Delegating assignments, facilitating projects, and ensuring timely goal completion. Formulating policies, practices, and procedures. Techniques for supervising and evaluating a staff of personnel. Mental & Physical Abilities: Define problems, collect data, and draw valid conclusions. Write reports, correspondence, and develop other data. While performing the essential functions of this job the employee is regularly required to work in a typical office setting, use standard office equipment, read printed materials and a computer screen, and communicate in person and over the telephone. While performing the essential functions of this job the employee is occasionally required to work outdoors, on the beach, by water during site visits and inspections.
