Job Description Job Description Salary: 62,000-70,000 Department: Outreach Reports to: Program Manager Status: Salaried, Full-time, Exempt Position Objective: The Street Outreach Manager exists to provide direct oversight of Horizon Houses street outreach team and coordination of Professional Blended Street Outreach (PBSO), a team of street outreach professionals representing multiple organizations working collaboratively to serve unsheltered individuals experiencing homelessness in Marion County. The position is accountable to the client, Horizon House, and the Professional Blended Street Outreach (PBSO) team. Accountability occurs within the context of ethical standards, organizational policies and procedures related to the delivery of service, PBSO standards of practice and the written agreements between Horizon House and relevant funders. All services are delivered within a strengths-based, person-centered harm reduction framework in an environment that is safe and respectful of all clients, regardless of race, religion, gender, sexual orientation, ethnic and/or cultural background. The Outreach Manager is expected to model the highest level of treating all people with hospitality, dignity and respect. Requirements: Training/Education/Skills: MSW degree preferred; Commensurate education and experience will be considered Program management and supervisory experience Excellent verbal and written communication skills, including public speaking, and the ability to communicate with diverse audiences Experience implementing best practice models, ethical decision-making and outcome measurement Ability to model effective collaborative teamwork, manage group dynamics, and inspire unity around common goals Proficiency in all Microsoft applications and the ability to quickly become proficient in using an electronic case management system Valid Indiana operators license and proof of State required auto insurance Essential Functions: Represent Horizon House and PBSO in the community, particularly related to building awareness of the need for outreach services and advocating for the mission of securing stable housing for people living unsheltered. Assume a leadership role in establishing and managing key relationships with a variety of public and private partners including the City of Indianapolis, the Coalition for Homelessness Intervention and Prevention (CHIP), crisis response partners, medical/mental health providers, business partners, and others to support the work of PBSO. With CHIP, co-lead the planning/implementation of the Annual Point-in-Time (street) Count. Coordinate the work of PBSO: conduct new member/supervisor orientation; secure MOUs, manage team assignments and schedules; oversee referral process, secure outreach supplies; ensure timely and effective communication, and ensure PBSO representation in events and planning processes within the Indianapolis Continuum of Care. Assume a leadership role in the planning and execution of PBSO team meetings and periodic meetings of PBSO supervisors. Hire, train, supervise and coach the Outreach Services Coordinator and the PATH/SOAR Case Manager positions. Support the Outreach Coordinator in interviewing, hiring, training and coaching street outreach professionals using best practice models that emphasize ethical decision-making. Rotate evening and weekend coverage with the Outreach Coordinator. Ensure the maintenance of documentation and client records in compliance with internal and external requirements, projected outcomes, and policies and regulations of multiple funders. General Responsibilities Participate in and contribute to agency, supervisory and team meetings. Maintain knowledge and skills necessary to perform job duties at a high level of competence. In connection with the Program Manager and VP of Program Strategy, participate in program planning and evaluation, as assigned. Oversee the accurate and timely completion of all necessary data for monthly, quarterly & annual reporting. Ensure adherence to proper protocols related to confidentiality of clients personal protected information by the outreach department team. Perform other duties as assigned.
