Fixed Term 15 months The Scottish Prison Service are responsible for the secure custody of around 8,000 people across Scotland. Job role We are looking for a HR Policy & Reward Manager to join our Organisational Development Directorate. A central part of the role will be working closely with recognised trade unions, staff networks, and senior leaders to ensure our employment practices are fair, transparent, and sustainable. This is a pivotal role in shaping HR policies, pay, and reward frameworks and finding constructive solutions that meet both organisational and workforce needs. Key responsibilities include: · Proactively reviewing, monitoring and developing HR policies products and services in consultation to ensure they are fair, inclusive, legally compliant, and aligned with business needs and Civil Service Management Code provisions · Preparing and planning reward and engagement interventions including scoping, options appraisals, negotiation and implementation - balancing risk, fairness and operational impact · Providing insight-driven advice and support to users on industrial relations, workforce policy, and reward matters · Support the formulation and preparation for the negotiation of strategic-level change initiatives with Trade Union Partners and internal stakeholders · Researching and preparing briefing papers and correspondence in relation to ER&R matters, including reports for Executive Management Group and Scottish Government and attending partnership meetings · Leading on the resolution of individual and collective disputes at national and local level developing the Management case for matters progressing to ACAS conciliation or arbitration. If you have the following, we would like to hear from you: · Chartered Member of the Chartered Institute of Personnel & Development (CIPD) or commitment to achieving within a 12 month period. (Essential) · Degree-level qualification in an HR or business related discipline .(Desirable) · Experience in the design, development, implementation and review of HR products such as policies, procedures or collective agreements. (Essential) · Experience of interpreting and applying key aspects of employment law, taking account of organisational context and impact. (Essential) · Experience in the management of Employee Reward or Industrial Relations.
