As part of this team, the Financial Analyst provides financial expertise for developing private sector business opportunities, conducting financial oversight, and monitoring related fees and payments to the government.

The National Park Service (NPS)'s Commercial Services Program contracts with and oversees approximately 500 concession contracts, 175 leases, and nearly 6,000 Commercial Use Authorizations (CUAs) to provide visitor services in NPS units. These private businesses provide a number of services to visitors including lodging, food and beverage, transportation, retail, recreational services (guided hiking, rafting, horseback rides) and more! Job Requirements

All qualifications must be met by the closing date of this announcement-04/20/2021-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating part-time). If part-time, the hours must be annotated to be able to pro-rate the amount qualified specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for the Financial Analyst position at either grade, you must meet the following basic requirements by the closing date of this announcement: EDUCATION: Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. -OR- EXPERIENCE: Specialized Experience: At least one year of experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations. To qualify for the Financial Analyst position at the GS-11 grade, you must meet the following minimum qualifications by the closing date of this announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of: (1) building private sector Proforma Financial Models for business opportunities or development projects; (2) analyzing and synthesizing private sector financial reports (Income Statement, Balance Sheet, Statement of Cash Flows); (3) communicating technical financial information to others; and (4) reviewing analyses, financial models, studies, and supporting documents completed by others. You must include your resume with hours worked per week annotated. -OR- EDUCATION: Successful completion of a Ph.D. or an equivalent doctoral degree. You must include transcripts. -OR- EDUCATION: Successful completion of at least 3 full academic years of progressively higher-level graduate education toward either a Ph.D. or an equivalent doctoral degree. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. You must include your resume with hours worked per week annotated, as well as transcripts. To qualify for the Financial Analyst position at the GS-12 grade, you must meet the following minimum qualifications by the closing date of this announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-011 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of: (1) building private sector Proforma Financial Models for business opportunities or development projects; (2) analyzing and synthesizing private sector financial reports (Income Statement, Balance Sheet, Statement of Cash Flows); (3) communicating technical financial information to others; (4) reviewing analyses, financial models, studies, and supporting documents completed by others; and (5) leading project teams and influencing the decision making process. You must include your resume with hours worked per week annotated. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.
