Job Description

The Chief Ranger has direct responsibility for all matters related to the Division of Visitor & Resource Protection which includes Law Enforcement, Security, Structural and Wildland Fire Suppression, Search and Rescue, Emergency Medical Services, Campground Management and Fee Collection, Visitor Use Management and Safety, Water Safety, and Boat Operations.

The recreation area is located adjacent to the town of Sulphur, Oklahoma (population 6,000), 82 miles south of Oklahoma City and 140 miles north of Dallas, Texas. The towns of Ardmore and Ada, each with a population of about 25,000, are about 30 miles away. Springs, streams, and lakes in wooded and grassy hills typify the area. Elevation is 1,011 feet and the average annual rainfall is 38 inches. Summer temperatures sometimes exceed 100 degrees and winter temperatures of 20 degrees or lower are not uncommon. Both Sulphur and nearby Davis (population 3,000) have school systems with Kindergarten through Grade 12. Fully accredited colleges are available as close as 30 miles.

Job Requirements

All qualifications must be met by the closing date of this announcement-10/03/2022-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. Selective Factors: Applicants must meet ALL of the following to qualify: Must currently hold, or have held within the past 3 years, a full (Type I) NPS Law Enforcement Commission; or be qualified to receive a full NPS Type I Commission by the closing date of this announcement based upon having completed approved NPS training as outlined by policy including: The FLETC Criminal Investigator Training Program, the Natural Resource Police Training (NRPT), Land Management Police Training Program (LMPT), US Park Police Integrated (USPPI), and National Park Ranger Integrated (NPRI). Must currently possess or be able to obtain a National Registry Emergency Medical Technician- Emergency Medical Responder certification by entrance on duty or by 10/03/2022. Previous Law Enforcement Experience: In addition, for positions covered under 6(c) as secondary-administrative, management has certified that a MANDATORY PREREQUISITE exists -- prior experience in a primary law enforcement position or equivalent experience outside the Federal Government, is a mandatory prerequisite. Candidates without this prior law enforcement experience do not qualify for this position. AND in addition- GS-12: Specialized Experience: At least one year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal Service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of qualifying specialized experience includes but is not limited to law enforcement, investigative work, emergency medical services or other similar duties involving the protection, conservation, or management of park areas; management or program specialist work involving the development and implementation of policy related to protection, conservation, or management of park areas or similar operations; or other similar work. Equivalency to the GS-11 level may be demonstrated by performing tasks such as analyzing law enforcement program activities to make improvements of operations; ensuring compliance of a law enforcement program with policy; making recommendations to higher level management regarding law enforcement program; and/or leading or supervising a law enforcement program; or similar work with a similar level of responsibility and analytical skills. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
