Are you an experienced accountant with a passion for adventure? The Nunavut Impact Review Board (NIRB), located in the Inuit community of Cambridge Bay (Ikaluktutiak), is searching for an experienced Finance Officer to support the organization’s financial, accounting, payroll and administrative services. With a keen eye for numbers, and strong attention to detail, the successful candidate will play a key role in the NIRBs day-to-day organizational success, ensuring that data input, financial reporting and internal control procedures are met with accuracy and efficiency. About The NIRB The Nunavut Impact Review Board (NIRB) is Nunavut’s environmental assessment agency. Its mission is to protect and promote the well-being of the Environment and Nunavummiut through the impact assessment process, including responsibilities for assessing the potential impacts of proposed projects before required permits, licences and approvals can be granted. Using both traditional knowledge and recognized scientific methods, the NIRB assesses the potential biophysical and socio-economic impact of proposals, making recommendations and decisions about which projects may proceed. As a Senior Finance Officer, you will be a part of upholding the important mandate of the NIRB, which is to: Provide for certainty and clarity of rights to ownership and use of lands and resources, and the rights for Inuit to participate in decision-making concerning the use, management and conservation of land, water and resources, including the offshore; Provide Inuit with wildlife harvesting rights and rights to participate in decision-making concerning wildlife harvesting; Provide Inuit with financial compensation and means of participating in economic opportunities; and Encourage self-resilience and the cultural and social well-being of Inuit. Responsibilities Reporting to the Director of Corporate Services, the Senior Finance Officer will take a hands-on approach to performing daily accounting functions across the organization, ensuring accurate and timely completion of payables, receivables, payroll, and records management functions. Specific responsibilities will include, but will not be limited to: Accounting and Finance: Perform general accounting functions, accounts payable, accounts receivable, pre-audit and file search for accounting Code, total, batch, enter, verify and reconcile transactions in the general ledger Calculate, prepare, and issue documents related to accounts such as bills, invoices, expense claims, inventory reports, account statements and other financial statements using computerized and manual systems Conduct day-to-day banking requirements, including management of corporate credit cards, and reconcile records on a monthly basis Prepare bi-weekly payroll and maintain employee payroll and benefits information, and associated records Administer, calculate and process approved travel advances and claims for Board and staff members Ensure financial systems, data and related controls are maintained Maintain stakeholder relationships and respond to inquiries Prepare internal audits, when required Perform filing and records management, and other clerical duties, as required Board Support: Prepare documentation, agendas and minutes, and coordinate logistics, for Board meetings and conference calls, as required Maintain record of decisions of the Board Qualifications, Skills and Experience Degree or diploma in Business Administration (or related field of study) with major or concentration in accounting or bookkeeping, or an equivalent combination of training and experience Minimum 2 years’ experience in a finance and/or accounting position Knowledge of Generally Accepted Accounting Principles (GAAP) and IFRS Understanding of public administration practices and associated control processes Knowledge and experience with accounting and payroll systems Excellent written and verbal communication skills Strong organizational and time management skills High level of integrity, confidentiality, and professionalism Ability to work collaboratively with a team, as well as individually, when required Personal and/or professional experience in the Arctic, or in a cross-cultural setting, considered a strong asset The successful candidate will not only have a strong connection to driving organizational success, but will also have an open mindset to multicultural values and traditions, as well as the environments and habitats that are unique to Canada’s Arctic. As a key role in the organization’s financial function, the Senior Financial Officer will encourage and practice a high level of integrity, confidentiality, and professionalism, while working closely with the Director, and other members of the leadership team. Compensation and Benefits Compensation will be commensurate of the successful candidate’s level of education, knowledge and experience pertaining to the role – however, the base salary range for this position is $92,481-$117,947 . The NIRB offers a comprehensive combination of benefits and incentives, including but not limited to: Supplemental Northern Living Allowance up to $28,457 for employees without dependents and up to $47,428 for employees with dependents.
