Supervisory Outdoor Recreation Planner

All qualifications must be met by the closing date of this announcement-05/07/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-13 grade level, you must possess the following basic requirements and minimum qualifications below by close of the announcement. Basic Requirements: In order to qualify for the Supervisory Outdoor Recreation Planning series, 0023, you must meet one of the following basic requirements: Education: Undergraduate and Graduate Education in a Major study -- outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation. -OR- Experience: Experience that demonstrated the ability to plan and coordinate the use of land, water, and related resources for recreation and conservation purposes. Examples of qualifying specialized experience include: Ability to deal with people of differing backgrounds and behavioral patterns, analysis and evaluation of outdoor recreation interests, habits, and needs of diversified groups, and the means for meeting those needs, evaluation of land or water areas for their recreation and related potential use, such as wildlife reserve, preparation or review of plans and programs for natural resource utilization and recreation area development, and solution of administrative, intergovernmental, socioeconomic, and other problems involved in providing adequate recreation opportunities while preserving, restoring, and enhancing the quality of the outdoor environment. - AND - Minimum Requirements: In addition to the above Basic Requirements, you MUST ALSO meet the Minimum Qualification Requirements below in order to qualify for the GS-0023-13 Supervisory Outdoor Recreation Planner: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: providing technical assistance and guidance to others about interpreting and applying legal authorities, regulations, and program policies; conducting thorough examination of outdoor recreation projects, evaluating them for completeness and adherence to program requirements, and how it meets of the public interests; evaluating project budgets and/or contracts etc. for cost effectiveness and/or monitoring expenses; collaborating with others be it partners, organizations or governments in support of the management or development of recreation or other natural resource areas and demonstrating the principles, methods and techniques of public planning whether preparing or reviewing plans for natural resource utilization and recreation area development. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
